Plural form for cardinal 11 in Macedonian (mk) is incorrect

Description

While working on a bug for Mozilla localization, it was reported that the current form for 11 (cardinal) is incorrect. Note that I'm not a native speaker of Macedonian.

According to CLDR, 11 should be treated as "one"
http://www.unicode.org/cldr/charts/dev/supplemental/language_plural_rules.html#mk

According to our localizers, it should be treated as "other".

Mozilla bug reference: https://bugzilla.mozilla.org/show_bug.cgi?id=1415906

Unfortunately the bug is a bit confusing, but relevant comments for this ticket are comment 7 and comment 9

P.S. I tried to find references for the Type and Phase fields in the ticket, but failed.
