Narrow display forms of units should be under Modern

Description

Narrow display forms in the Units section are currently not beeing reviewed because Unicode excluded narrow values from coverage:Modern, and corporate vetters are nowadays all instructed to stay under coverage:Modern (not Comprehensive).

Hiding narrow forms under coverage:Modern is a design mistake that makes narrow values actually unusable, given they are unreliable and outdated by lack of survey and review.

Note: I checked, and we have not been showing the narrow forms in Modern during the v38 release cycle. Probably shouldn’t have assigned this to Shane, since it is easier done by others.

We should enable this for the next release.

6. the top coverage for all units should be modern, so that they don't need to be listed specifically.

Solves this as well.
