Hindi locale "am" and "pm" strings are overly localized

Description

The various AM and PM strings in the Hindi (hi) locale are localized as "पूर्वाह्न" and "अपराह्न".

Amazon has found that customers either do not recognize these labels as corresponding to AM/PM or find them to be "wrong" or quaint. No users we surveyed felt that these were normal usage for time display. Local customers appear to prefer the English/Latin strings "AM"/"PM". While it is possible to override the strings using DateFormatSymbols in ICU, it's inconvenient. As labels for morning/afternoon or day/night these may be okay, but for standalone time formatting, we request that the AM/PM strings be reconsidered.
