I wanted to keep the CLDR and ICU tickets for Unicode 12 open until after the Unicode 12 release (mar05), so that I can fetch the final files and turn the whole big crank once more. Ok?

This has trunk commits, so we'll want to close it out for v35. Can you put it up for review, and move any remaining work to a new ticket?

I am... very embarrassed, and very sorry!
I created a dev branch for Unicode 12 but apparently didn't switch my workspace to it!
Should I make a new branch for further work, or keep going on trunk?
