The SurveyTool dashboard only shows 6 new items for "fr", while for "en" it has 89. Diffing main/en.xml and annotations/en.xml shows that the latter figure is closer to the reality. (subdivisions/en.xml and annotationsDerived/en.xml are unchanged for survey 35.)
Checking the new items in fr, only scripts (four new) and digits (two new associated to two of the new scripts) are present, while the new timezone, new calendar items, new measurement units and new emoji are missing.
Checking in categories, while the new timezone’s inherited name is correct in fr and may not be voted at survey 35, new food emoji (that are most easily retrieved starting from LDML that does not show categories) for example turn out being still untranslated to French. Eg "butter" is editable in fr, and still has default "E12-047" as winning value. Clearly that should show up in the *New* category of the dashboard. Hence the low figure of *new to fr* does not reflect the reality.
However the "butter" example is present in the dashboard, under *Missing*.
The dashboard generation is unreliable in SurveyTool and needs to be fixed.
Survey 35 seems to be manageable via the dashboard in disregard of the categories. The remaining question is whether the dashboard data are comprehensive, or some items are missing.
That does not cover the questions related to file generation (or copy-pasting) intended for bulk submission ().
