Add name for emoji "people holding hands"

Description

In late-breaking news, the UTC has added a new emoji sequence, for which we'll need a name and keywords in v35. Here is an English version:

<annotation cp="🧑‍🤝‍🧑" type="tts">people holding hands</annotation>

This is a gender-neutral version of:
a. http://st.unicode.org/cldr-apps/v#/de/People/6c56ce12df2e0fa7
a. http://st.unicode.org/cldr-apps/v#/de/People/67112cc8ac623bec
a. http://st.unicode.org/cldr-apps/v#/de/People/31ca799fa401ad21

(Change /de/ in the URLs to the relevant locale code)

So people should be able to copy one of those and make the necessary changes.

We do not require the new keywords, since we can construct from the intersection of keywords for
a. http://st.unicode.org/cldr-apps/v#/de/People/1afa3b0b286c2258
a. http://st.unicode.org/cldr-apps/v#/de/People/3cefdccae5710843
a. http://st.unicode.org/cldr-apps/v#/de/People/652a5c0298510efb

and adding

http://st.unicode.org/cldr-apps/v#/de/People/221a3d7023704fd8

However, it is slightly simpler if vetters add them when they do the name.
