Spanish (ex, Mexico) Date Time Formats are wrong

Description

Opt Subject: Spanish (ex, Mexico) Date Time Formats are wrong.

In Spanish date formats have 4 number years dd/MM/yyyy or d/M/yyyy depending on the country.

But in Spanish locales (https://st.unicode.org/cldr-apps/v#/es_MX/Gregorian/695f62f84cfa7807), the format is simply d/M/yy

And it doesn't follow the ISO standards in any way (ISO3166 code, ISO629-2).

The project I'm using is i18n from Angular. which references this project.
