Change message about minimal pairs, and emoji names.

Description

At the top of the info panel, for example, it reads: Minimal pairs for ordinals. For more information, please see http://cldr.org/translation/plurals#TOC-Minimal-Pairs.

We need to have a strong warning about these. I'm been using variations of the following, depending on the forum posts, but we need to highlight at the top, and maybe in an item that these are transcreations, not translations.

====
The proposed value cannot be accepted, because it would cause an error.

Note: the minimal pairs are not translation but rather trans*creations*. They are to establish minimal sets of sentences that exactly the same, except that they exhibit grammatical differences when different numbers are inserted, according to the plural categories. The sentences should not translate the English directly, but instead should be structured to show those differences.

For more information, see the link at the top of the info panel (http://cldr.unicode.org/translation/plurals#TOC-Minimal-Pairs) and the further link to how the plural categories are determined (http://cldr.unicode.org/index/cldr-spec/plural-rules#TOC-Determining-Plural-Categories).

See also the current rules for your language:

If you think those rules are inaccurate, please file a
http://cldr.unicode.org/index/bug-reports#TOC-Filing-a-Ticket providing information as to the right approach, following the instructions in http://cldr.unicode.org/index/cldr-spec/plural-rules#TOC-Determining-Plural-Categories.
