Kazakhstan requires Latin alphabet locale

Description

The Republic of Kazakhstan is changing an alphabet from Cyrillic to Latin. The alphabet is already approved (https://www.daytranslations.com/blog/wp-content/uploads/2018/05/New-Kazakhstan-Alphabet.png).

The complete transition will be in 2025. However, step by step some people are already using a Latin alphabet.

We would like to add new alphabet in Unicode(there are no new letters/characters, all of them exist in UNICODE).

To do this task in CLDR means the following:

1. add a kk_Latn locale, with exemplars as in https://www.daytranslations.com/blog/wp-content/uploads/2018/05/New-Kazakhstan-Alphabet.png
2. add a transliteration file from Cyrillic to Latin
3. modify CLDRFileTransformer.java to add that transliterator
