Consider removing some paths with value=∅∅∅

We should consider removing some paths with value=∅∅∅.


The value=∅∅∅ indicates that a child locale has no value where a parent locale does.

The typical case is where a child locale doesn't use a short meta/timezone name, like:
//ldml/dates/timeZoneNames/metazone[@type="America_Eastern"]/short/...

I happened to notice some anomalous usage. The following have value=∅∅∅ but are neither child locales nor short meta/timezone names:
