Definition of effect of backspace in Windows International US Keyboard

Description

The description of the keyboard ('locale' "en-t-k0-windows-extended") does not convey the effect of typing the four keystroke sequence "^e<bksp>a". Looking at the LDML keyboard specification (Version 35), I would expect the backspace to return the keyboard back to the state before the entry of the 'a', so that the overall result would be 'â'. Instead, the overall result is 'a'.

I am not sure if this is a fault with the keyboard specification or with Part 7 of the LDML specification.
