expectation: CLDR does not do fallback to English where there is no vetted emoji data, because that taints the data. It’s up to any client to decide if they want this and backfill .

We haven't wanted to fallback to English, because that taints the data.
However any client can easily backfill to do that.
We do need to check the tests to see why they aren't signaling an error.
Also, we might consider having *no* root value for these: we can do that.
