How to handle open forum posts after ST closes

Description

We ended v38 with many open forum posts. After reviewing certain open forum posts, the CLDR team has agreed to Auto-close various types of forum requests and discussions using key identifiers such as auto-closing a post when the winning value matches the discussion item. Please see this link for more scenarios of when to auto-close and when to keep forum posts open: https://docs.google.com/document/d/1497py_6scGpKMqbue0s7FK80F2QXqCLz7MDdJmTezbA/edit#

Running on cldr-smoke.unicode.org, I got (after a few minutes):

Bulk Close Posts
Total threads closed: 4096
Total posts closed (including replies): 10432

Two more criteria were proposed, but not decided on conclusively, in the design doc:

  • If a forum post is open for 3 versions, it will automatically be closed

  • Add a filter to the forum posts (including Info Panel) to include/exclude closed posts, posts from previous versions, etc

I’ll wait for decision before implementing those. Otherwise, there’s nothing left in the design doc to implement.

The second criterion, “requestor changed their vote”, was already implemented – not as a bulk action after closing ST, but as something that happens immediately when the requestor changes their vote. See SurveyForum.autoPostClose. Since that’s been there as long as there have been Request posts, I don’t think we would find any examples of open requests that would meet that criterion.

So far this only implements the first criterion: requested value is now winning.
