plural time formatting

Hi, I have a question.

I develop an i18n library using CLDR data. and I've gotten feedback in es-DO regarding data-time formatting.
for example, in es-DO in date-time formatting, CLDR say :
so `a las` is always put between date and time.
"dateTimeFormats": {
"full": "{1} 'a' 'las' {0}",
"long": "{1} 'a' 'las' {0}",

feedback:
Must be "la" (singular) instead of "las" (plural) for 1:00
Like this: a la 1:45 For the rest of the times "las" (plural) must be used.

I think it may be the same in other countries that speak Spanish. CLDR doesn't consider this case. so I want to get an opinion regarding this issue.

The library is iLib (https://github.com/iLib-js/iLib) It's also adopted in the webOS Platform which ships on LG Smart TV globally. :)

The form “a la 1:45” is used in Spain as well; I don’t think it’s a 419-specific construction. The comma seems like an OK workaround to me, but I’m not an expert here.

This is a reasonable request, but we need to establish the priority, and whether there are acceptable workarounds. (Such as what ‘es’ does.)
