Bad Chinese date format

Description

An upstream client has the following problem:

For Chinese you get 2021/01/2710:12:39 as the date format from:

new Date().toLocaleString('zh-CN', {
year: 'numeric',
month: '2-digit',
day: '2-digit',
hour: '2-digit',
minute: '2-digit',
second: '2-digit',
hour12: false,
})

We have the following data for zh. Note that the medium and full have a space between the date and time, but short and long don't. So for short date/time where the time starts with a digit, it merged with the day of the week: clearly wrong. Apple overrides this to use " " consistently, and I recommend we do that.

(Note: where the time starts with a letter, it is fine and perhaps better to omit the space, but we can't be assured of that.)

It looks like this was a regression:

Shane, we need more information on this; eg why the problem is happening (is it available formats?)
