The Priority view has random order for most icons

Description

This is very confusing for translators, since the icons are seemingly randomly
grouped in the Priority View. And the titles for the groupings don't make sense
any more, after the changes we made in the last vetting cycle. This will help
the translators understand and use the priorities correctly.

To fix:

1. In the priority view, the groupings should correspond to the icons, that is:

Errors,
Warnings,
Unapproved Items,
Approved Items,
Inherited or Missing Items

[the last three are randomly placed within "Changes Proposed:
Tentatively Approved" - they need to be in separate groups. |Currently]

2. The title text for the icons should be: the singular of the above term (eg
"Warning") plus " - click for details"

3. Don't show a purple question mark (example: French
0-names|currency|ANG:symbol)

4. The sorting of units is very strange. day with ​count=few is sorted at the
top (see Russian), then week with count=few, and then the day with no count. The
day values should all be sorted together.
