While doing CLDR-16711 I realized that although the unit prefix information is easy enough to gather outside of CLDR, the unit information would be complete if we added them to the units.xml data, with a structure like the following. Clients would also be assured of which prefixes are supported in which version.
(A side benefit is that we could make the CLDR code data driven rather than depend on a hard-coded list that is opaque to clients).
Any objections to adding that?
