Add Semantic Skeleta Specification to CLDR 46

Description

ICU4X has implemented semantic skeleta. We would like this to land in the CLDR 46 version of UTS 35.

Looks reasonable to me, but I do not have the permissions to change the status from Reviewing to Done.
