Remove word break tailorings from fi, sv

Description

The fi/sv wordbreak tailorings were added in CLDR in Aug 2022 per CLDR-15910 for CLDR 42. They were removed in ICU in October 2024 per ICU-22941 for ICU 77. They also need to be removed on the CLDR side, otherwise the CLDR-ICU integration re-adds empty brkitr files for fi/sv on the ICU side.
