Use "permalinks" for zoomed view

Description

1. For the zoomed view, use the full xpath in the address, and not the number.
While this is a bit (very slightly) slower, it means that the address is valid
across time. That is, when the user zooms, he'll see:

http://kwanyin.unicode.org/cldr-apps/survey?_=fr&xpath=%2F%2Fldml%2Fnumbers%2Fcurrencies%2Fcurrency[%40type%3D%22AED%22]%2Fsymbol
instead of:
http://unicode.org/cldr/apps/survey?_=fr&forum=fr&xpath=3489

The addresses can then be pasted in bug notices, help pages, etc, without
becoming invalid if the xpath number changes.

2. In the zoomed view, provide a button (or breakcrumb link) to get back to the
section that the user was in. Thus from

http://kwanyin.unicode.org/cldr-apps/survey?_=fr&xpath=%2F%2Fldml%2Fnumbers%2Fcurrencies%2Fcurrency[%40type%3D%22AED%22]%2Fsymbol
the button would go to:
http://kwanyin.unicode.org/cldr-apps/survey?_=fr&x=currencies

3. For ease of internal use, give exactly the same path for kwanyin as for the
public server, with the only change being "kwanyin."
