LDML2ICUConverter - convert supplementalData/territoryInfo

Deleted Component: xxx-tools
(replacing cldrbug #2347 with more specific bugs)
Currently LDML2ICUConverter does not convert the supplementalData/territoryInfo element and its subelements (in supplemental/supplementalData.xml) for use by ICU. It should, needed for ICU: http://bugs.icu-project.org/trac/ticket/6763
