Consider switching 'no' and 'nb'

Description

Some time ago, we identified 'no' and 'nb', choosing 'nb' as the canonical representation. That causes certain problems, such as when the name of the language is displayed, and isn't 'Norwegian'.

We avoided these with macrolanguages, where the canonical form is the more general term (note that in ISO-639-3, 'no' became a macrolanguage for 'nb'). We should consider making 'no' the canonical form.
