Clarification needed for alias resolution

There are cases in the CLDR files of aliases (in root.xml for example) pointing to the location of other aliases. This in itself is not a problem but it should be stated whether this requires real recursive processing. That is, whether an alias X can point the path of another alias Y which occurs later in the file and has therefore not yet been resolved when processing.
It seems from the CLDR files that all such alias recursion is backwards so that a processor can rely on the fact that any alias which is the target of another alias has already been resolved. This should be made clear in the spec though as it makes a difference for implementations which generate fully-resolved data files.
