Region specific mapping in windowsZones.xml

Deleted Component: other

windowsZones.xml provides Windows tzid to Olson zone ID mapping information. For now, it's 1-to-1 mapping regardless of territory.

Windows is grouping zones in multiple locations - so the mapping is actually 1-to-n. We could add "territory" mappings in the file for supporting territory biased mapping.

For example,

We could add -

<mapZone other="W. Europe Standard Time" territory="NL" type="Europe/Amsterdam"/>

<mapZone other="W. Europe Standard Time" territory="CH" type="Europe/Zurich"/>

<mapZone other="W. Europe Standard Time" territory="SE" type="Europe/Stockholm"/>

<mapZone other="W. Europe Standard Time" territory="AT" type="Europe/Vienna"/>
