SurveyTool "locales" page should have "Add New" that links somewhere..

Deleted Component: xxx-tools

Users complained that there's no way to add a locale from SurveyTool.

Add a link to the bottom of Locales page ( embed a new JSP ) with a link somewhere - perhaps http://cldr.unicode.org/index/survey-tool#TOC-Accounts or http://cldr.unicode.org/index/cldr-spec/minimaldata

http://cldr.unicode.org/index/cldr-spec/minimaldata probably needs to have a little more friendly explaination of the process. And, we don't actually require data to be in XML format before it's allowable core. Nor do we expect users to write <languages>......</languages> before we accept a locale. These are COMMON misconceptions.
