Split the LDML specification

Description

Deleted Component: xxx-spec

In consultation with the Unicode Editorial Committee, the LDML spec is to be split into separate parts. This would be done right after v22, in a v22.1.

There will be a migration section in the first part (which remains tr35.html). Old links will go there, where there will be a link to the new section. New parts are tr35p1.html, etc.

The draft structure is the following. This may be revised as the parts are separated.
