fix up references to specific xml files in tr35

''Appendix C: Supplemental Data .. The data in CLDR is split into multiple files: supplementalData.xml, supplementalMetadata.xml, characters.xml, likelySubtags.xml, ordinals.xml, plurals.xml, telephoneCodeData.xml, genderList.xml, plus transforms (see Section 5.16 Transforms and Appendix N: Transform Rules). The split is just for convenience: logically, they are treated as though they were a single file. Future versions of CLDR may split the data in a different fashion.''

  • the list of supplemental files is not up to date

  • tr35 is replete with references to ''supplementalData.xml'' directly, which should say "data under the supplementalData element, which may be in one or more files..."

  • CLDR tools such as

    read ALL files in /supplemental however external tools such as the new Java http://openjdk.java.net/jeps/127 (draft as of this writing) specifically attempts to open, for example, numberingSystems.xml - which will break if there's any reorganization.

Suggest not referring to particular xml files, rewording policy and make sure tools match.

I made a couple of fixes for this in the core doc tr35.html. The rest of the necessary fixes are needed in tr35-info.html which Steven is currently woking on, moving to Steven.
