Serious problems in compact decimals

We noticed some significant problems in compact decimals. Examples:

  • 0.0 millier
    other

  • 0.0 thousand

  • 0.0 milliers

The other form would result in 9 milliers, which is strange. Should be 9 mille. The 'one' form is ok, but would be better once we fix the error messages as just 'mille'.

Suggestion:

1. Create a page for number forms, analogous to http://st.unicode.org/cldr-apps/survey?_=it&x=r_datetime&calendar=gregorian
2. Make sure ST is updated to v22.
3. Pass by translators to get fixes for 22.1, and manually apply them.
