According to GBT15835 (a Chinese standard), the number unit 萬 should be replaced with 万 for Chinese number 10,000 for spellout-financial.

George, please investigate for 23 timeframe and consult with other Chinese vetters.
The only explanation that I got was that 万 is the simplified Chinese character of 萬. It's likely that the Wikipedia article is incomplete in this regard. This would also match the behavior of the existing simplified radical 亿 for financial.
