Chinese alternate2 cardinals should switch to plain cardinals for fractional numbers

For zh, zh_Hant, zh_Hant_HK locales: cardinal-alternate2 type contains wrong spelled-out value 2.22=>两点二二
2 before or after decimal point should always be spelled out as "二"(er4) instead of "两"(liang3)

Oddly enough the fix for this issue allows the Chinese fractional numbers to be parsed correctly.
