We construct the generic time pattern with the following, where the {0} is a country or city.

<regionFormat>{0} Time</regionFormat>

Eg, "Italy Time" or "Denver Time"

I suggest that we also enable constructing the standard (winter) and daylight (summer) strings, for a better UI than falling back to GMT.

<regionFormatWinter>{0} Standard Time</regionFormatWinter>
<regionFormatSummer>{0} Daylight Time</regionFormatSummer>

And thus get (as fallbacks), eg:

"Italy Standard Time" or "Italy Daylight Time"
"Denver Standard Time" or "Denver Daylight Time"

(we could also use Standard and Daylight, or have attributes; up to the committee).
