'w' for Estonian collation should be a separate letter
Description
Seems that Estonian collation currently treats words beggin with letter 'w' as they started with letter 'v'. This is wrong. 'w' should be trated as a separate letter like other foreign letters in Estonina alphabet. E.g. see the place names section of the dictionary of standard Estonian. Words starting with 'w' should be placed after words starting with letter 'v' and before words starting with letter 'õ'.

There's a typo in the commit comment. "load words" should probably be "loan words". Do we want to correct that?
