The attachment includes a Latin-Script Uyghur based "what you type is what you get" style Phonetic Keyboard Layout for Uyghur. It helps people start typing quickly and easily without having to learn the default statistical typewriter layout coming with the system (currently available on Windows 7 or later, and on Mac OS). This keyboard layout was first introduced in 2006 (see http://www.ukij.org/oyghan/unicode/UyghurUnicodeIME.htm) under the name "Uyghur Xelq'ara" (Uyghur International) keyboard and widely accepted by users due to its easy-to-learn nature.

a) A new keyboard layout proposal [(International)|Uyghur] for Windows and Apple
b) Two keyboard layouts (one default statistical typewriter keyboard layout of Windows/OSx, and the new proposal above) for Android
For information: Android does not have a native Uyghur keyboard yet.
