pt_BR: zero should use singular

Description

This is a follow-up from #6373. There seems to be one miss in that bug, and that was that pt_BR uses singular for zero. (pt_PT is currently correct and should not be changed.)

To summarize:
pt_BR:
0 up to, but not including 2 (including fractions such as 1.99) takes the singular.
2 and up takes the plural.

pt_PT:
1 takes the singular,
Everything else takes plural (including 0.99 and 1.1).

Also note that http://www.unicode.org/cldr/charts/latest/supplemental/language_plural_rules.html needs to be updated with this and #6373 changes.

Note that http://www.unicode.org/cldr/charts/latest/supplemental/language_plural_rules.html#pt needs to be updated once more to reflect the above (eemeli's) fix.

Should the above url include `pt-PT`, given the fact it's different than `pt` (i.e., `pt-BR`)?
