Update <calendarPreferenceData> for Islamic calendars, update coverage accordingly

Description

Split out of :, which was just used to ensure that necessary data (such as month and era names) is available oat comprehensive level for all calendars. This is the remaining stuff:
1. In <calendarPreferenceData>, add islamic & islamic-civil for more countries, at least all the ones in which at least 50% of the population is Muslim (see table below), including countries such as Turkey, Pakistan, Bangladesh, Indonesia.
2. In <calendarPreferenceData>, for SA (Saudi Arabia), make islamic-umalqura the most preferred calendar (currently it is 3rd)
3. Umm-alQura is also the preferred Islamic calendar in Persian Gulf countries bordering SA, so in <calendarPreferenceData>, insert islamic-umalqura before islamic for Bahrain, Kuwait, Qatar, and United Arab Emirates
4. In coverage, add Islamic to modern coverage for at least some of the countries added in #1, such as Turkey, Pakistan, Bangladesh, Indonesia (perhaps too late for 26)

move or add umalqura as most preferred islamic calendar variant for SA, AE BH KW QA

this does make the list a bit long for AE BH KW QA, should we drop one of the variants for those?

Regarding Umm-al-Qura usage outside of Saudi Arabia,

  • Per http://www.staff.science.uu.nl/~gent0113/islam/ummalqura.htm, Umm-al-Qura calendar "is also followed by several neighbouring states on the Arabian Peninsula such as Bahrain and Qatar."

  • Per http://www.qppstudio.net/publicholidays2014/bahrain.htm and equivalents for the the other countries listed below, "Muslim bank holidays, legal holidays, and public holidays for [and Oman/Yemen|Bahrain/Kuwait/Qatar/UAE] were evaluated using the ''Umm-al-Qura'' Calendar of Saudi Arabia which is used in Saudi Arabia and in most of the Persian Gulf States." Note that Oman/Yemen, though bordering Saudi, are not actually on the Persian Gulf.

  • Apple localizers indicated that Umm-al-Qura was the preferred Islamic variant not only in Saudi Arabia, but also in Bahrain/Kuwait/Qatar/UAE.

General agreement to move Umm-al-Qura to top of list for a few countries, send out list for approval.

We can add islamic to the preferred list in current round if it has translations in the primary language, send list for approval.

For languages in which we need to add translations for islamic calendar, wait to add to preferred list until next version, split out a bug for that.
