Add language to Germany(DE)

Description

Please add Alemannic (code: gsw; in Switzerland it is called 'Swiss German').

Speakers population is about 1.9 millions: The regions in Baden-Württemberg where Alemannic is spoken have a population of approx. 2.6 Million people. Surveys on languages in Germany showed that around 70% of the population in the states Baden-Württemberg speak the regional dialects. That would mean that there are approx. 1.9 Million Alemannic speakers.

Added this, with speaker pop as indicated. Lowered the "writing percentage" (5%) to match use of Swiss German in Switzerland. (Primarily spoken.)
