DecimalFormat.getGroupingSize() inconsistent between C++ and JAVA

Description

JAVA:

1 2 3 4 5 DecimalFormat fmt = new DecimalFormat("en"); fmt.applyPattern("###0.##"); System.out.println(); System.out.println(fmt.getGroupingSize()); // Output: 0

C++:

1 2 3 4 UErrorCode status = U_ZERO_ERROR; DecimalFormat fmt("###0.##",status); errln("%d", fmt.getGroupingSize()); // Output: 3

Expected behavior:

At the very least, the C++ and JAVA ought to give same results.
