ICU4J: Consider using ErrorProne to find issues

Description

This static analysis tool for Java has been recommended for locating suspicious code in ICU4J.

http://errorprone.info/docs/installation suggests that Eclipse users use the FindBugs plugin.

But there's a way to use ErrorProne with Ant, shown on the installation page. This requires adding a section to build.xml:
