No back-slashes in #include paths

Malformed Xref: jefgen

We should have no back-slashes in #include file paths, even for Windows-specific code. They cause problems with source processing tools for different build enviornments.

From a grep:

1 2 3 source/common/putil.cpp:# include "unicode\uloc.h" source/common/putil.cpp:#include <wrl\wrappers\corewrappers.h> source/common/putil.cpp:#include <wrl\client.h>

It's the uloc.h include that is specifically causing problems.
