When parsing, DecimalFormat.setGroupingUsed() seems to be ignored

Description

DecimalFormat.setGroupingUsed() seems to be ignored in ICU 59, when it was being respected in 58.

This JUnit test passes on ICU 58 and fails with 59:

1 2 3 4 5 6 7 @Test public void test_DecimalFormat_setGroupingUsed() throws ParseException { NumberFormat df = DecimalFormat.getIntegerInstance(Locale.US); df.setGroupingUsed(false); Number result = df.parse("1 2"); assertEquals("1", result.toString()); }
