"sd" month name vs exemplars; align CLDR tests with ICU tests

Description

Currently in ICU 63, there is an exhaustive test failure because in the "sd" locale, one of the month names (for July) uses a character not in the exemplar set. This could be an issue with the name, or with the exemplars.

CLDR tests currently consider this a warning, while ICU tests consider it an error. There are two issues:

  • Fix the "sd" month name and/or eemplar set

  • Ensure alignment of CLDR tests with ICU tests for CLDR data in areas such as this and elsewhere; see cldrbug 11486:
