Add era constant for REIWA in ICU4J
Description
ICU4J JapaneseCalendar defines era name constants - MEIJI, TAISHO, SHOWA and HEISEI. We should add one for REIWA.

There are not era constants exposed in ICU4C.. so this is ICU4J only change.
