Add `linguist-language=jsonc` to gitattributes to improve syntax highlighting on GitHub

Description

This is sort of a follow-on to ICU-20744.

While reviewing the changes from Younies, I noticed that the comments in the JSON file were showing up as red (errors) in the GitHub diff view.

So after some searching, it turns out that GitHub actually does have a way to support JSON with comments in terms of the syntax highlighting.

It looks like you can add the following to the .gitattributes file:

This will cause the syntax highlighter to use the "jsonc" format, which supports comments.
