Azure DevOps to remove VS2015 build images, need to update the CI pipelines

Description

The Azure DevOps CI build support is planning on removing the build lab images for VS2015.

(FWIW, the build lab images for VS2015 were not been updated for several years, and were also lacking security patches updates).

This means that we'll no longer be able to have VS2015 builds as part of the regular CI builds.

We'll need to update the CI build definitions to remove the VS2015 builds.

Just to be clear, VS2015 is still supported by Microsoft until 2025.

I don’t think this means that ICU no longer “supports” VS2015, but it does mean that we’ll loose our regular CI build support for it.
