Some C API function prototypes are not strict

Description

Some C API function prototypes which do not accept arguments are not marked as accepting void, which results in warnings when compiling with -Wstrict-prototypes.

It has been merged as: https://github.com/unicode-org/icu/commit/de0306daaa859c4a7e5b5043dc55c9d9799989af

This should be included in the upcoming ICU 68.1 release.

Resolving this as Fixed.
