remove #License fragment from license URLs

Description

I see that some ICU files, in particular in Java, have a #License fragment that doesn't belong:

I don’t know where the #License part comes from. The copyright.html page has no such anchor, so #License goes nowhere special.

See the agreed copyright lines in . But with © sign in Unicode-encoded files (most of the ICU files are now in Unicode but weren’t in 2016).

(Except that the year should reflect when the file was created, if that was later than 2016. Except^2 that’s not necessarily practical in mass-generated files.)

So we should just bulk search & remove the #License suffix.

We don't want to point to just the license, we are pointing to the "license & terms of use".

Pointing to the whole copyright.html page looks right for that.

A couple of weeks ago I was digging for the 2016 discussions about moving ICU to Unicode, and I didn't see where the #License suffix came from.

there seems to be a https://www.unicode.org/license.html perhaps #License should be updated to go here…?
