Breton has data for sort order but some metadata may be lacking


When generating ICU data from early CLDR 38 data the data generator reports:
[exec] convert-impl:

[exec] [convert] target IDs for COLL does not contain br, but it has data: [collations/standard/Sequence, collations/standard/Version]

CLDR has a data file now for a Breton sort order. Looks like some metadata file needs to be updated.

Without further changes it just ignores the new data file. You probably want to update the build-icu-data.xml file to add “br” as a locale in the “coll” locale list of what is to be generated. Probably this line:

Remember now that if anyone says “some metadata file” in the context of the CLDR conversion tools, they always mean “build-icu-data.xml”, since there’s no other metadata controlling conversion.
