SCSU and BOCU-1 converters in ICU4J
Description
SCSU in ICU4J is old SCSU code that has been removed from ICU.
We need to synchronize SCSU in ICU4J with ICU4C.
BOCU compression and decompression features in ICU are acessible publicly
through the converter interface, whereas in ICU4J it is hidden as implementation
class.
BOCU code should be made public

Notes:
BOCU-1 is different from the earlier "BOCSU" that we implemented for collation.
SCSU and BOCU-1 ICU4C converters should be ported to ICU4J as JDK-plug-in converters,
not standalone APIs.
