Request: variant codepages that use '\' instead of 'yen'

Description

Some of the East Asian codepages, such as shift_jis, do not map U+005C
[backslash]
and instead map into \x5C a 'Yen' character. This is not the behavior of web
browsers, and leaves that encoding with no way to represent a backslash.

I'm requesting that variant codepages, with no backslash, be created and put
into
the ICU. It would be possible to simply modify convtrs.txt [instance|for] to
point to these versions when they are needed.

[ Understanding that sjis intentionally maps \x5C as Yen, however U+005C
could be mapped to the fullwidth yen for display purposes in these variant
codepages. ]
