Collation: Possible Korean speedup: turn each syllable into a contraction

Description

Korean is the only language where we are not better than Windows. Consider
making the following change:

Logically, tailor all syllables to be single primaries. Tailor jamo to be
contractions. That will slow down the single jamo cases, but those are <1%
anyway.

Thus
[cat] => [cat']
[c][a][t] => [cat']

To do this, the primary weights for syllables have to be interleaved with the
stand-alone jamo. They will probably all be 3-byte primaries.

Sincle syllables sort as units, this also should work for non-standard
syllables:

[c][bat] => [c][bat']
[c][b][a][t] => [c][bat']
